PC Double Cursor?

I've been playing Terraria for a while now and today when I went to play the game any my windows cursor was above my normal cursor and i don't really have any clue to fix this. Usually I'm able to fix most of my PC problems or in game problems but this is the first time I've been stumped. https://imgur.com/TeFGapI

Hello,

Let's go over the basics, have you attempted to restart your computer yet? Does it yield any positive results?

If you delete your config.json located in \Documents\My Games\Terraria, does that fix the problem?

So I found out the problem for me, it's caused by having multiple monitors.
If you set the monitor arrangement so that the tops of each monitor are aligned, the issue goes away.

How do you fix it if it is on a single monitor, I tried, but it didnt work
