Mobile Duke fishron not spawning

Ive been sitting in one spot fishing for half an hour and duke hasnt spawned. Is this a glitch? Or am i not doing something right?

okay first off, i have no other bait in my inventory as i only have a stack of truffle worms. 2nd off the rods dont make a difference i know for a fact.

3rd off someone told me to remove the platforms so i shall try that
