Do you have a dedicated GPU + a CPU with no integrated GPU? Terraria may try to switch to the integrated GPU since Terraria is not graphically demanding.
What are your PC specs?

any update for this I have the same error... still not working tho i saw for some it had been fixed without changing anything, I have attempted to validate game files, and uninstalling and reinstalling.. no change since the update months ago at this point

Make sure you have installed the latest Windows updates. If that does not work, try manually updating your graphics drivers to the latest version.

well that's fantastic, cause i have an issue installing those updates right now.. kmn

I had this same issue a while ago, but figured out how to fix it... If I remember at some point I'll come back to this thread.
I think it had something to do with having two different cards. Trying forcing the default GPU in Nvidia control panel, and deleting terraria's config.bat file

DELETING!?**?

i got windows to update but still having the issue...

I think you mean config.json, also its better to just rename it to keep as a backup (it stores several in-game settings).

is that file usually under the .../steam/steamapps/common/terraria folder or the /steam/userdata..... folder? i only have a "serverconfig" file not a config.bat
file

Small extension error, my bad.
You can rename it, but you can also just cut it, if that's easier. Also, you can't exactly reuse it if it's causing the problems, so...

also cant seem to figure this bit about default gpu, when i did a search it told me something but the app didnt have a specific thing it mentioned? Nvidias app(s) is(are) a mystery to me.... why does it specifically say nvidias 3d settings..... its 3D?!!?

So, if you have a laptop or PC with 2 GPUs, the RTX will need to be manually selected through Nvidia's settings so that it's used instead of the integrated (NOT RTX) GPU.
Don't worry about the 3D part, that's not related.

Go to the home page for the Nvidia control panel and navigate to 3D Settings > Manage Display mode, and select NVIDIA GPU only
This will force your computer to only run with the RTX GPU

You can also go to Manage 3D settings > Program Settings > Select add and Terraria.exe > select High-Performance NVIDIA Processor. This will make sure that terraria only uses the RTX GPU when available.

If you have an ASUS gaming computer like me, you can change the GPU settings through Armory Crate, provided you've selected "Optimus" in the Nvidia control panel.

No guarantees this will fix your problem.

EDIT: Problem fixed. Moderators, you can close this thread.
