Is it possible to create a world that has both getGoodWorldGen (Harder enemies and more dangerous world) and drunkWorldGen (Both evils)? If so, how?

you could use tedit and copy and paste the other world evil or select drunk world option in there

Without external software, probably not. That would probably be great if that was possible in-game though.
