Maybe until the mechs are defeated, lacewings can spawn in the Hallow, but only by shaking trees? That way an early hardmode player is less likely to accidentally summon her. Post-mechs, it spawns normally.

Just cause Duke Fishron can be fought Post Wall of Flesh doesnt mean your suppose to do it. He is suppose to be fought after fighting Plantera or Even Golem.

Same way, if empress can be fought before plantera, you don't have to do it. So why does it matter if it doesn't change anything for you?

I've basically always wanted for empress to be available right after wof. Her weapons are very sick and pretty but by the time I get to fight her they're already B tier in comparison. I don't know if I like the lacewing spawn early on and shimmering idea, but there should be a way to spawn the boss summon for sure.

Why would it be busted? Is Pre-Mech Empress not a difficult-enough challenge to obtain it?

After attempting this myself with pre-mech gear about 50 times, I've come to the conclusion that it's completely fair because this fight is legitimately one of the most mind-numbing things ever and is a massive waste of time to attempt. It takes literally all night and you're just doing the same thing over and over and over and over and over and over. It's possible, but I'm pretty sure EoL could drop me zenith and it still wouldn't be worth it. Then you get to do it again if you didn't get the drops you wanted.

So I take back everything I said.

That wouldn't work because in the hallow at night early hardmode players would accidentally kill the lacewing and summon the empress and die. What I think would be better is to be able to shimmer the truffle worm into a lacewing.

I disagree. It's easier to get truffle worms than lacewings, so the desire for hunting them is gone.
