Working as Designed Enchanted Sword Shrine without a shaft

Here's an image of a shrine that doesn't seem to have spawned with a proper shaft. Is this supposed to be a possibility?
Bug or not, the terraria wiki would have me believe Enchanted Sword Shrines are always supposed to have a shaft leading down to them to find them with (with exceptions to shrines spawned over ground).

I'm guessing that this is an error related to the steps in world-gen. It seems that the location that the shaft was supposed to be in was overridden by another "chunk",
but I don't know what kind of step in world-gen is supposed to do that.

As of 1.4, this is intentional.

Confirming what CongratsIsTrash advised that this is intentional as of 1.4. This was done to make them a little harder to find. (Plus the shaft caused some weird worldgen effects if it overlapped other structures.)
