Mobile Err 403 while signing in to Google+

It says Err 403, I Bought Terraria: pocket edition from Amazon and I try to sign it to go online. Then it says Err 403

I too cannot sign into my google account. Terraria's main screen's "g+ Sign in" button, AND the "Cloud Save" buttons both throw me to a page:
