Maps Falling Sand Issue

So I am working on an adventure map, and at one point I have sand falling down, creating a path down into a cave/temple. I am using a spear trap with cobwebs to make the sand fall, and I dug a little hole for the sand to settle into so that it makes the desired shape. Except... the amount of sand that will have settled down in the hole seems to be random. When I have the exact amount of empty tiles in the hole as there are sand blocks above it, it will still not always align.

In this example I had already placed one more block in the left-most column of the pit as I was fiddling with it but it seems to be random everytime so it will never make a fully flat surface in the little water pool. I also even made all sand blocks full blocks, since previously some were hammered, but this doesn't seem to make any difference.

Oh and the water falls down after the sand, so the water won't ever interfere with the sand.

Does anyone know how I can make this as consistent and reliable as possible?
