I think this arena does a pretty good job:
It requires you to get the frost staff though, so you should use this setup in the meantime to grind for it:
The Razorpine shouldn't be too hard to get.
 
I have the frost staff I always get to the ice queen and the time runs out before I can kill her

I use a system with teleporters leading to a box filled with traps to kill of the lesser enimies. Also a warmth potion can help keep you alive.
