Resolved Full set of Cactus armour negates the speed debuff when entering water.

Whilst wearing a full set of cactus armour, I can move as freely in water as I can out of it. This effect goes away when one of the three pieces is removed, or if I hold shift to bring out a torch/glowstick. Had no other movement accessories equipped.
 
Are you using a Trident, by any chance, while this was happening? Trident gives free movement in water.

The "key" here is the torch/glowstick . . . the only way that could be causing this is if you were holding a Trident except for when you shift-held a glowstick.
 
I have just tried to replicate this and haven't been able to, I believe I was using a trident at the time so that would explain it.
Removing the piece of armour meant I was holding that rather than the trident as well.

Makes sense, sorry for the non-issue 👍
