IMO, to make up for room, I would say to randomly shrink one of the oceans by half, and put that extra room on the other ocean to make it the "big ocean". This ocean would have a much steeper drop-off from the shore which would allow for more underwater shenanigans, and would also be made of seafloor blocks (which would not "fall" like Sand does).
Not so much of a fan of the "almost no light" in the "trench" idea... underwater already blocks most light sources, and the few that do work don't light it up very well at all. I think that's really overkill.
Otherwise, though, I think this idea has promise. It'd be nice to expand upon that feature that every world has. Other than Pirate Maps and the Daily Fishing Quest (and of course the Angler himself), there's never any real reason to go there unless you wanna make a Megashark. You get Neptune's Shell (and can make a Celestial Shell with it) which renders the Diving Helm and all accessories made from it useless, and the Jellyfish necklace is not good enough to take up an accessory slot, and none of the items in the chests sans Flippers are actually any good and even the Flippers are made useless once you get the Shell made.
Only other thing in the ocean is coral and depending on RNG with the alchemy station, 5-10 Coral will probably be enough to make as many sonar potions as you could ever want.
So ya, the Ocean really could use some love.
EDIT: I would also like to suggest that from the surface, clear down to the Lava depth (as wide as the ocean is), we should replace Dirt and Stone with Seasilt (which does not behave like silt, it's more dense and compact like mud) and Magmastone blocks respectively, and all chambers should be flooded and new enemies/loot should be found there. These would basically be the "Sea Caves" and they cannot be drained (because new water would spawn from the background).
EDIT2: Coral formations could grow larger, and we could have seaweed/sea grass/algae growth in these sea caves too.
