It can, but attempting to catch it will result in a puff of smoke and it won't appear in your inventory.
A better way to do this is to make a house with 5+ npcs in the jungle, and frogs will actually start swarming the surrounding area. (does not work during invasions or moon events.)

I'm pretty sure I saw one and tried to catch it once, with it failing. Are you sure? (It was the butterfly)

(Purposely being vague to avoid spoilers.) Based on something spoilered for 1.4, I thought I'd try the statues to see if they could spawn golden critters because of how rare they are. The statues can spawn different critter varieties where applicable, but no gold critters as far as I could tell.
