Would a save containing modded items on ps4 (such as developer wings) become corrupted when 1.3 rolls around?

No one can know for sure. And as console modded items are not supported by 505 Games, you have forfeited any technical support for any problems with your game. You can do what you like with your own game, but any issues arising from it are yours to deal with.
