PS4 Horned God Costume Chances?

As stated in the title, I was just wondering if anyone knows the chances of the traveling merchant selling the Horned good costume set? I earned the boots and robe pre 1.3 but never aquired the helmet ;( all I want is the helmet but it seems as if the traveling merchant never sells the set! D: The chances must be pretty rare for him to sell it D:
 
It must be very rare for the travelling merchant to sell the Horned God set. I've never seen him sell it and I always check his inventory whenever he arrives. By contrast I have seen him sell the legacy armors (Dragon/Titan/Spectral) fairly often.

i have seen him sell the horned god set but i can barely find the legacy armors
