I've been looking everywhere to figure out how to install and use texture packs and I can't figure it out at all...
How do I even install texture packs anyway?!

You will need TCCL mod, you can find it on this forums.
I just does not know if it were updated.
Another way to install texture pack is, if the texture pack files are in .xnb, replace all files in the Content folder of Terraria with the same name with the Texture Pack files, be sure to check out Terraria version of the Pack, because some of them may cause graphical glitches to happen on the game.
