So I made a Halloween themed ride using minecarts and made a video showcasing it for the contest, but the Google forms doesn't take mp4. I need help.

You can't upload videos here either.
Most people upload videos to You Tube, then provide the link. If that doesn't work for you, you could try putting the video in .zip file and uploading that.
