I can't create a new character, and when I try, this pops up.

I recently tried to join my friends in a world to have fun, but when I created a new character, this happened, and I spent a lot of time trying to fix the problem.
I got Steam to verify my game files.
I have all my terraria-related files off read-only (I think)
I'm not using a VPN that is blocking Terraria.
I went to various threads with the same problem and tried their solutions, but it didn't work.
Please help me.

Are you logged out of the game account but still in the game? (I have no tech knowledge but this sounds somewhat reasonable).

That happens to me sometimes but it works after try restarting your computer

Yeah restarting helps a lot of things, like a rogue auto clicker *ahem*. If it doesn’t work, I don’t know how to help, except giving somewhat reasonable ideas.

Ahe

What do you mean by that?

Are you logged into your OneDrive account? That error message seems to indicate problems accessing it.

Terraria doesn't save files on OneDrive by default, you must have done something to change that (or Windows changed it for you). The default location for your Terraria data files is
%UserProfile%\Documents\My Games\Terraria

(also, I'm going to move this to the Technical Support section)

I am logged in to OneDrive, and Windows changed it for me because I have no idea how to change the location.
And if it indicates that there are problems connecting to OneDrive, then how do I change it to just my PC?
PS: thanks for moving it, I am kind of new to forums in general.
PPS: I didn't know where to start the thread, and from what I saw from other threads, this was where I decided to start it.

You can use the following command line option when launching the game:

-savedirectory path

and replace path with a folder you have access to

On Steam, you can put this option in by selecting the Manage icon on the Library page (the gear icon), then typing the option into the Launch Options

Uh, that's probably not a good place, and the and aren't needed - that was my attempt to italicize 'path'

A better choice would be
-savedirectory "C:\Users\<your user name>\Documents\My Games" and replace <your user name> with whatever you use on Windows.

edit/more info

What apparently is happening with the original issue is that you likely have OneDrive Backup and Sync turned on - this makes it so all of your stuff is synced to "the cloud" and backed up, and is potentially available on other computers that you use. But you have to be logged in to your Microsoft account, and the OneDrive service must be running. For some reason, that change may be interfering with Terraria creating and storing your data. You can read more about it here.
