Resolved [Mobile] I don't have the Angler Quests for fishing

When I spawned into my newly created world, I explored the whole world including both sides of my worlds, the beaches. After research, I noticed that I should have an Angler NPC to complete fishing tasks for rewards. From what I remember, I never saw an Angler NPC in which I was able to complete tasks for. Can anyone help me out here?
 
Angler doesn't always spawn immediately sometimes he spawns outside the map and swims to you after 1-2 minutes.

But the thing is that I am up to the point where I have beaten Plantera. That may seem irrelevant, but to get there I have fished for loot for up to 20 minutes on multiple occasions. I am confused why Angler won't come.

Sometimes he may be bugged. You may have to check the seas below just in case he doesn't follow through with his sleeping animation. Also, fully explore the top of the ocean as he may have drifted far.
