i try to play with my friend on Terraria but we cant join each other but we can join other people

so i want to play with my friend on terraria on the computer and i cant join him and he cant join me and i cant join him but we can both join other people but not each other. we both have upnp enabled and our firewalls are disabled. im not sure whats going on this has persisted before 1.4 and on the ps4 edition of terraria. please comment any fixes to this thank you very much!
