Console I want all npcs but I don't know how

What console are you asking this question for? It makes a difference since old-gen consoles did not receive the 1.3 update.
Here is a listing of how to get the NPCs https://terraria.wiki.gg/NPC - but the order they spawn in may be different on old-gen (Xbox 360, PS3, PSVita, Wii U) versus current gen consoles (PS4 and Xbox One).
Again, I strongly encourage you to add a lot more details into your posts, especially if you are making a new thread. Listing what NPCs you have and which are missing would be very helpful. We can’t help you if you barely put forth any effort yourself.

I know this down pretty well by now.
You get all the NPCs by doing seperate things. (Merchant after 50 Silver, Nurse after the heart crystals)
If this is old gen, then you can only get the older NPCs. Any newer ones that came out after 1.3, you can't get.
If this is new gen, you can get all the NPCs that were added onto the console version. This includes newer ones, and older ones. Just nothing after the current version.
