I'm not getting any smooth liquid flow.

Is this a bug? Maybe, but I don't see an option to toggle it on and off in the settings.

Is this happening to anyone else?

What lighting mode are you using? I believe that both Retro and Trippy lighting uses the old water flow, since, well, it's a retro feature and it's sort of a bit trippy for water to do that

Press F9, it's the illumination setting. (Color or white works)

I use the trippy lighting setting because the game is a tad bit slow otherwise.
