Increase height of small worlds

Gameplay balance on all worlds should be the same regardless of size, I think we can all agree on that. However, small worlds have a lower space layer, which makes a significant difference in gameplay because it results in more Harpies/Wyverns spawning in boss arenas that players might make, and it also makes it easier to enter space while facing Duke Fishron (which can easily screw you over due to the low gravity).

For the sake of consistent balance across all worlds, I recommend at least making it so all worlds have the same amount of sky and space to work with. (Underground doesn't matter as much.) This could be done by shifting the surface layer downwards in future small worlds, and/or shifting it upwards in large ones.
