Mobile is it possible

is it possible for a console player to enter a seed of a world and that seed is a world created by a mobile user and change someting ( add a chest whit stuff in it ) log out and when the mobile player log in the world the chest is there
 
Mobile players can make worlds and host them on "Host and Play", and if they're on the same wifi, the console should be able to connect. (I've done it with a friend before )

i want my friend to join me but we are not on the same wifi is there a way do do it like i say or another way

No, if you use the same seed, the only part that will be the same is world generation.
I am pretty sure console and mobile worlds with the same seed will generate the same way (so you'll have the exact same starting world,) but seeds will never carry over changes made to the world after creation (like placed chests), even if they are created on the same device.

When I was much younger I thought Minecraft seeds worked that way...

When they are on different Wi-Fi networks, yes.
