Is Nebula Armor good for summoner?

The Nebula Armor damage buff affects all kinds of damage, including melee and ranged.

It's partially a support armor. If you pick up a nebula orb while near a teammate, you'll share the orb and you'll both get the buff. I believe it's intended behavior.

The Spectre Hood has similar behavior in that healing wisps will target other players, if need be.

I meant the way that healing wisps will appear to all players, instead of one at a time.
It's not fair either to have such low stats to heal an other instead.
