is tmod loader disabling experimental features

just wondering if tmod loader stops me from choosing seeds bcause it works in vanilla but not modded

No, but they have different save folders so you'll need to enable it in the ModLoader/config.json file not the vanilla config.json. Or, tModLoader adds a menu option for Experimental features you can toggle in the Settings menu.
