This is my submission in action... using Microsoft PowerPoint.
Personal-Note-About-The-Process:
This process has been a work in progress for over the entire event. Having the concept and then updating what little changes I could, to improve upon said concept. Overall I really feel like the actual sprite makers and animators of this game are people to be HIGHLY respected as it is a hard task. AND to give out opportunities to THREE uncontrolled ideas or even well controlled ideas and put them into motion both metaphorically and visually bye use of a professional team and staff to implement them into this great game is outstanding.. really am thankful for the opportunity to participate in this contest to everyone else GOOD LUCK!!!!

A cape that has a string of "blinds" or black bars that when the character moves around it and the character would animate without a need for actual animation due to the way it passes by each bar or "blind".

The image on the left is the black bars layer the image on the left is W/O the layer.
Note: This is a gladiator BTW not a knight!!

Based off of scanimations
(note: the actual submission requires the black bars moving thus any other image would work for the cape or something)
Or optical illusions where a picture can be animated using this black bar moving over the above image.
Just an idea of how to create an animated affect using nothing but a black blind that moves from the left to the right...
[The vanity set comprises of A coat/cape layer as well as a blind/black-bar layer (note: These layers can be applied and removed as the holder sees fit) the black bars are a detail that are meant to rotate in a clock wise direction* around the character.]
:LORE:
The Cape of Anti-Motion is constructed using tens of trillions of microscopic Space Warships. With a vast and seemingly endless fleet of micro organisms the proud and united antisqualls had incidentally inhabited upon something that included a head and four limbs (Terraria Characters). The mighty fleet of Antisquallian war ships and all its glorry had crashed alongside a fallen star. Laying dormant for eons once the world's discovery is nigh (Generated) the Guide then discovers its presence with his unbounded knowledge. Once found the Guide had to show everyone his discovery, but the Antisquallian fleet had yet to show it's true color. and throughout the game talking to him or the other npc's will hint to its exsistance..
The Antisquallian entity are classified as an multicellular organism that grows only on Glowing Colosseum Mushrooms
(I edited this mushroom I do not own this art.)
Opon finding these colonies of micro organisms one and only one would be able to acquire the true form of the Cape of Anti-Motion by mining said glowing mushroom with a bug net, once mined the fungi from the mushroom and the Antisquallian orginisims combine to weave the Cape Of Anti-Motion..
(similar to how one would find and claim the enchanted sword..)

Lets all be thankful I didn't become a poet. On the left I've separated the set into legs, torso & arm, and head. On the right is the full assembly. As for a name, I call it: Unit 34
