The oiled debuff cannot be inflicted on other players. This seems like a waste, as it would be pretty funny to oil up my friends in Terraria. Besides taking more damage from fire, this debuff could also make the player movement slippery, as if they are sliding on ice.
Additionally, the debuff could also be inflicted with a new weapon. It could be an oil canister, which would deal 20 damage and cover the enemy or enemy player in oil. The canister would be made with desert fossils, to represent natural oil, as there is no actual oil liquid in the game. This weapon would also be very useful with flamethrowers, as the oiled debuff is very difficult to use with only the explosive trap sentry.

one thing to note is that oiled has a placeholder debuff icon, meaning it'd need to have its own icon so that players wouldn't get confused when it's inflicted on them
personally, i think the easiest way would be to take the sprite of the slimed debuff (inflicted by slime gun dropped from KS), recolor it black and make it a bit shinier, although doing the same to the ogre's oozed debuff could also work well

heres a idea
the oil canister could perhaps be used in other weapons

maybe a Sturdy Fossil/Forbidden Fragment whip that inlficts oiled on foes ? and you could have your imps deal more damage against foes or double firecrackers dps
and uses the oil canister in making this whip

This is a great suggestion as well, although it would be very overpowered with flasks of fire. It would be difficult to balance that. It would pair well with my suggestion for the return of the arch wyvern, as the summon it drops uses fire in its attack. NPCs & Enemies - Arch Wyvern mini-boss + Wyvern summoning staff

maybe also an oil barrel item which when clicked makes attacks inflict oiled but the buff is temporary
This would make the oil canister entirely useless, as you can just use this buff instead. This would be wayy too broken with weapons that inflict fire, as it constantly buffs the damage. The oil canister is balanced in the way that it has to be thrown with an arc, which is hard to pull off, but very rewarding.

oil flask using sturdy fossils and bottled water?
This could actually be the best out of the constant oil buffs, as you cannot use the flask of fire together with it, so it wouldn't be totally broken. I could see this working.

true idea combine the sharpening station and this oil barrel to get a new buff for weapons something like monster hunters teostras blastblight
What would this new buff do? If it applies oiled, it has the same problems as the oil barrel.

Maybe give the players some kind of "Oil flask", "Oil bullets", and "Oil arrows", too...

the idea was it wears off fast like less then a minute im thinking 5-30 seconds so no it would not be op done right while canister lasts longer and is more constant

already made a oil-flask but perhaps sturdy fossils + arrows and empty bullets + sturdy fossils

the oil barrel would be classified as a flask debuff so you cant use fire flasks with it

it doesnt apply oiled it applies a buff similar to blastblight from Monster Hunter the buff will explode hit enemies when they have any fire debuff
and the explosion inflicts the debuff that the enemy was inflicted with

other sources being shadowflame weaponry magma stone cursed flame weaponry etc works with the debuff
 
other idea for the oil barrel it would take a while to dip everything in the inventory in oil so for simplicity the terrarian just dumps oil all over himself so if he drank flask of fire he will constantly be burning this makes it more balanced becos the whole time you give oiled you also have it but its free also i think anything oil fired should light other things on fire when they touch and have a better animation to show they are oil fired im thinking like a black outline with a big flame effect
