Linux Server, is this normal?

I have a number of Terraria server instances running on Linux and it seems that when they are idle (no players connected), they are consistently using CPU time. Not a huge deal, I am just curious as to whether this is normal and to be expected. I would like it if the idle servers weren't using any processor time so my CPU can downclock to lower power state.
