I can't help you with the actual kelp, since I don't play on console, but maybe this helps:
- Explore as much as you can of the snow biome, make sure you can see the entire biome on your map.
- Make sure you keep all water sources intact, since they only grow under water. The more water you have, the better.
- They won't grow too close to eachother, so they'll always be somewhat hard to find.
- Learn to spot kelp on the map. You'll see a dark green spot on the bottom of water sources and you can mouse over it to check if it's indeed lime kelp.
- Just do your everyday stuff and occasionally check the map to see if any kelp has grown. If you see a dark green spot on the map, just go there to pick it up.
- The map will update itself when new plants grow, so you don't have to walk around in the snow biome.
Lime kelp also grows in other biomes, but I find that they're more abundant and much easier to spot in the snow biome.

Thanks for the tips 
On console it tends to grow rather abundantly in the oceans. At least it used to.
