How about just spawning 2 creepers per summon, like the Optic Staff.

Probably have them be slightly different, like one having a blue iris, to avoid confusion.

Spriting Tip: all items in Terraria (that I can think of) have a dark outline. Yours is fine for the latter two, but the Asteroid Belt looks off, especially the chain.
