I would suggest that this would be a redundant item due to the fact the player is simply unlikely to need to travel to both the ocean and hell in one trip without being able to stop at a base where the component items are stored.
Besides this, there's a complication in combining the Demon Conch and Magic Conch mechanically as one teleports you to the world center, and the other teleports you to the ocean opposite your location. The Magic Conch alone can simply be re-used if you end up at the wrong ocean however the Demon Conch behavior interrupting your position will ensure you are taken to a specific ocean if you re-use the item without position adjustments, and not necessarily the ocean you are attempting to reach. Besides this you simply have more potential destinations to have to pass through before reaching the one desired, and you are likely to have to sit through more incorrect teleports per trip. The combined item in the form you are proposing is going to be significantly more complicated and inefficient to use than the base items.
