Chester is the only current pet that has a tangible use despite being only in the cosmetic Pet slot, rendering every other pet simply not worth it to equip.
The way it acts as a no-prep coin storage makes him invaluable to have on higher difficulties where you can often drop all of your coins on death,
leaving it as the only real option unless you want to intentionally handicap yourself to have a silly little pair of floating eyes as a pet.
Moving Eye Bone to the Light Pet slot, likely renaming it to Functional Pet slot as well, would balance out Chester heavily by making his utility have to compete with others-- Light for exploration, or the easiest to access storage in the game.
