Game Mechanics Make It so that an NPC's Flags/Housing Counts Towards Making a Pylon Work Instead of the NPC's Physical Location

NPCs can wander around a fair bit during the day, and sometimes, they wander far enough from their homes to make a pylon that should work not work. This can be pretty inconvenient and could be solved entirely by making it so that an NPC's flag/housing is what's checked instead of their physical location. Sure, you can build towns in ways that prevent NPCs from wandering so much, but I don't think that something like this (frankly, kind of silly) should be something the player has to build around. Furthermore, it used to be like this before 1.4.1, so it's not like this couldn't be changed back.

What do you guys think?

From my tests, it appears that the game already does what I suggested it to do and that I misinterpreted 1.4.1's patch notes. Could someone else test this to see if they get a different result?
