Other make summons not have to follow you when attacking a tagged enemy

I've noticed that most summons do not attack enemies when you are traveling at high speeds. is this intentional?
For the most part, yes, I believe it is an intentional design choice for certain Minions to prioritize following the Player Character when disengaging Bosses and Enemies; likely to encourage them [Players] to be much more active in battle than passive.

Keep in mind that there are still certain healthy distances in which Minions will continue to attack Bosses and Enemies, for example:
  • As long as you are continuing to be somewhat aggressive to Enemies and Bosses, so will your Minions!
  • When avoiding Enemy and Boss attacks, try circling and leashing instead of flight or fleeing.
  • Try keeping a healthy distance from Bosses and Enemies when using certain Minions, keeping them visible and on-screen.
  • Darting in a straight line [off-screen], either backward or forward is an easy way to loose control over your Minions.
