Chain knife could use some additions, possibly a new debuff called "Rusty" makes it so that poison deals more damage or something.

Fix the rarity first. Chain knife really shouldn't be as rare as it is. Rare items need to be good for a long time in case the rng makes you get them late (While still being replaceable). Which the chain knife can't really do.
