Terrarian
While rain already makes a few notable changes, I feel that it could use a little more to separate it from any normal day. Here's what I propose to help rain become a more lively event.
- Rain color is based on the color of the biome water (purple in the corruption, light red in the crimson, etc.). The only exception is the Desert, where it will share it's rain color with the forest biome (dark blue). If it is a blood moon, rain is dark red regardless of biome.
- Rain will be noticeably less dense in the desert and slightly more dense in the jungle.
- Dye flowers and fruits on the surface (Marigold, Blueberry Bushes, Sky Blue Flowers, etc.) will grow more frequently.
- Planted acorns will also grow into trees faster (but you still need to be off screen for this to happen).
- In the desert, cactus flowers will spawn. They will appear on the arm of a cactus and can be collected using any pickaxe

Umbrella Zombie

When they enter a body of water, their porthole changes to red, making them easier to spot at night. The Helmet has a lower drop chance than the Suit because helmets can also be farmed by killing sharks.
Rain Spirit

Description: They are similar to Wraiths, but can "swim" through both blocks and air. Unlike Wraiths, they can spawn at any time of day as long as it's raining. They fire waterbolt-like projectiles at the player if the spirit is not inside a block and there is no obstacles between her and the player. The projectiles disappear after hitting any surface. They are also very transparent, making them difficult to spot in the rain. However, their body shimmers for a moment every time they fire a projectile, giving away their position.
Frozen Nimbus

Description: They are similar to Angry Nimbus but are bulkier and move slightly slower. The snow particles they drop have a 20% chance to inflict the Chilled debuff.
Nibbler of Souls
Location: Corruption (Rain)
Damage: 72
Health: 50

Drops: Rotten Chunk (33.33%), Vitamins (1%), Nibbler of Souls Banner (0.5%)
Description: Don't let their name fool you; these guys are deadly. They are fast, hit hard, and usually spawn in packs of 2 or 3. They also have a 30% chance to inflict the Weak debuff for 10 seconds upon contact. However, they have very little health and defense as hardmode enemies, so make sure you take care of them before they get to you. They usually spawn in place of Eaters of Souls. Nibblers have the same drops as Corruptors, so this is a good way to farm for vitamins.
Pus Bulb
Location: Crimson (Rain)
Damage: 60 (Contact), 80 (Explosion)

Drops: Vertebrae (33.33%), Vitamins (1%), Pus Bulb Banner (0.5%)
Description: They behave similarly to Green Jellyfish (except that the air is there ocean). They have a chance to inflict the Weak debuff for 30 seconds upon contact. They usually spawn in place of pre-hardmode Crimson enemies such as Face Monsters or Crimera. Upon death, they explode and release acid, damaging players in a small radius. These are quite common during the rain, so this would be a great way to farm for Vitamins in a Crimson World.
Mossy Gremlin
Location: Jungle (Rain)
Damage: 30 (Contact), 50 (Javelin), 70 (Spear)

Drops: Mossy Spear (2%), Tribal Face Paint (5%), Tribal Spear (5%), Tribal Skirt (5%), Mossy Gremlin Banner (0.5%)
Description: They disguise themselves as bushes in the background of the jungle. They attack when the player gets within a certain radius. They will walk slowly towards the player and throw javelins if the player is too far (similar to Pygmies). Note that the Gremlin has two hitboxes. Touching the Gremlin itself will only deal mediocre damage, but touching any part of the spear will deal a lot more. On top of that, the spear has a 50% chance to cause venom for 8 seconds, while javelins have a 10% chance to cause venom for 4 seconds. Watch where you jump!
Jester
Location: Surface (Blood Moon + Rain)
Damage: 55 (Contact), Varies (Balloon)
Health: 500
Defense: 26
Drops: Jester's Hat (5%), Jester's Shirt (5%), Jester's Pants (5%), Jester Banner (0.5%)
Description: If you're unlucky enough to have rain and a Blood Moon on the same night, you might come across one of these guys. They take the place of most clowns as long as it's raining. Their AI is similar to clowns, but instead of bombs they throw water balloons at a slightly faster rate. Water Balloons explode on contact with a surface and damage players within a small radius. The color of the water in each balloon determines the effect on the player if it connects.

Description: The Water Cannon is essentially a weaker grenade launcher, but with a few notable differences. It's fires blobs of ionized water that explode on impact with any surface. Compared to Grenade Launcher projectiles, the blobs move slower through the air and deal less damage. The water itself is infused with nanites, so they also have a 30% chance to inflict the confused debuff upon impact. What makes this gun unique is that it does not use any ammo, but rather needs to be "recharged" by filling it up near a water source. On a full tank it holds 50 charges (which is indicated by the number beside it's icon in the inventory screen, similar to the counter used for others ranged weapons). It takes about 5 seconds to fill up an empty tank. There is also a visual indicator on the cannon itself, where the meter changes every 10 charges as shown below.
