The Grand Design has the regular Ruler as an ingredient, but the Mechanical Ruler is left by itself as a single item that can't be combined with anything else. The buttons to toggle both rulers appear together, so I believe it would make sense if it could be a part of The Grand Design.
Also, if Wires can be stored in the Ammo slots, why can't Actuators? They are used identically, and they can even be placed at the same time.
