Working as Designed Merchant isn't selling the pylon

I have the Merchant in the forest biome living near the nurse, but he isn't selling the pylon

Already tried to move the guide
The other npcs are too far away

The happiness system has been somewhat rebalanced in 1.4.1 and the strategies used to get pylons very easily may not work the way they worked before. With that said, there are also a few bugs with housing detection that we are working out, so I'd check back after 1.4.1.1. Even so, you may need to re-evaluate your strategy for reaching the required happiness for Pylons.
