Texture Pack Merchant texture won't be replaced

Hello,
I have tried to add a merchant texture to my texture pack however the default merchant still shows up in game. I have the pngs for NPC_17 and NPC_17_Alt_1 in This PC/Documents/My Games/Terraria/ResourcePacks/the resource pack/Content/Images . I've already created a replacement guide texture and that works completely fine in the same location. If anyone has any ideas as to why this isn't working, I'd really appreciate some help.

There's a folder inside Images called "TownNPCs". Most villagers have textures there and those are the ones that actually appear in-game.
