My Ferraris is stuck on 1.2 and does not show that I can update to 1.3.
I play on kindle fire
my new kindle has 1.3 but old one is stuck on 1.2
 
See if your old device is compatible. They had to do a bit of filtering because the update made the game less friendly for low power devices, and due to how mobile games work, updating the game would prevent some devices from playing and they would be unable to reverse said update meaning they could no longer play the game.

I actually have an old phone that never enjoyed playing the game before the 1.3 update so i chose to not mess with it and didn't even bother to look for the update
