Is there a way to transfer one character and/or world to another device? I'm at post-Plantera on my iPad and I feel like it's almost time for it to retire and I don't want to lose my character and that world. I want to know if there is a way before retiring it.

Use the cloud save function; as long as both devices are on the same account it will be synced between them.

Yeah, but what if I didn't put my character on cloud? Would I still be able to do that?

You can do the backup to cloud option, which creates a copy in the cloud.
