why can't people that play terraria on their phone reforge items?

You can reforge on the mobile version.

• Tap on the Goblin Tinkerer while next to him
• Select Shop
• Tap on your inventory
• Tap and then drag your item to the Goblin Tinkerer's icon
• Drop the item into the top left square
• No you are ready to reforge

In my example below, I am reforging my Pickaxe Axe and it will cost me 7 gold, 33 silver, 33 copper to reforge it.

The only restriction you have in this regard is that items cannot be crafted with prefixes already, but as Unit One already explained you can reforge normally.
