Mods are not coming to other versions for several reasons, and the same goes for texture packs as well.

It's available for download on Steam - this service is best for downloading user-generated mods and resources using Steam Workshop. In addition, players can share the world with others on this platform.
Minor problem, Steam Workshop is a great opportunity to get your hands on the Terraria texture pack.
