The wiki doesn't say this.
Wearing Moon Lord's Legs gives you a small speed boost anyway, so I don't think that (considering this is supposed to be a different item anyway) having no set bonus would matter.

I haven’t workable ever found a pair of the stuff, but I’ve seen numerous Ever Seed Exclusive Item and What It Does type videos to know that the claim the OP is making is not factually consistent with the info in the wiki. Where did this come from?

They use completely different item and armor IDs (most items which are linked like you mentioned use different versions of the same ID) which means that they don’t borrow from each other in the code at all. Not sure where you got that idea from.
