PC New GPU upgrade, 30 fps lock

I recently upgraded my Graphics from a R7 240 to a RX 570
Ran Terraria at 60 fps with R7, Now locks at 30 with RX
I've done everything from deleting CONFIG file to turning off free sync, deleting and reinstalling, resetting computer, on/off frame skip. Still 30 fps lock
Note: I run starbound, warframe, ring of elysium, warface, and CS:GO at 60 fps
Specs:
FX-6300 6 core 3.5 ghz
RX 570 8gb
8gb ddr3 Ram

First make sure that the video cable you are using is plugged into the Graphics Card's port and not the Motherboards port. Then make sure that Terraria isn't running on an integrated video adapter by doing the following:

It's been awhile since I've used an AMD card so let me know if this tutorial is out of date for the CCC. You'll need to scroll down for the AMD portion.

My HDMI is plugged into my graphics card and the tutorial is out of date..

Okay HERE is the up to date tutorial. Apologies. Essentially you'll add Terraria.exe and make sure it's set to High Performance.

This is for Laptops, also I cannot change graphics as I do not have any other GPUs.
Also note (I should've said this before) If I change resolution anything but 1920x1080 I run 60 fps. Before changing graphic cards I ran 1920x1080 60 fps.

Could you let me know what motherboard you have and also your monitor? There's something I would like to check.

My motherboard is a GIGABYTE GA-78LMT-S2
And Monitor is a cheap SAMSUNG tv..60hz...
But I used this monitor before the change.

OK I figured out why I had problems.....
Somehow the monitor was set to 59 hz... :/
Furthermore I changed the hz to 60 and now I cap at 60
