No matter what we do, Dungeon slab walls only spawn brick wall enemies

We're playing in zenith seed and have tried using cursed dungeon slab walls to spawn in the enemies to farm for sniper scopes, but it only spawns in brick wall enemies. Even the naturally places ones will only spawn in brick wall enemies, weve seen VERY few slab wall enemies spawn anywhere
