Not sure where to post question on a particular topic

I'm going to be as vague about the issue as possible while still getting the point across so the replies will be focused on where to post the question
I'm trying to create a tool that reads(not edits just reads) mobile world files but I've hit a wall and don't know were to ask for the info I need or if it is even a valid topic for the forums

You should be able to use an old (1.3 era) version of PC world editors. Here is a version of tEdit for 1.3: TEdit/Terraria-Map-Editor

Tried it basically copied the code then let it run for a minute (it's very slow) with the test world I'm using and got this

It is supposed to mark tiles in red with a white background (I plan to make it more detailed if I can get it working.
