I noticed this happening after getting a new laptop, but when in Windowed mode, the background and entire screen flickers while in the title screen, and the inventory (and occasionally whole game, but no usually) flickers on and off in game. When in fullscreen mode, it only flickers when not in "color" graphics mode.
I found the fix for it, but I felt like it was still something worth reporting, since others might be having the same problem, and the fixes that I found on the forums didn't help me.

The fix was to turn off "Optimization for windowed games" (System > Display > Graphics) for Terraria, and changing the GPU preference off of "Let Windows Decide".
If this isn't the right place to put this, that's my bad, "Bug Reports" just seemed like the right place to put it.

You have any extra details about what specs your laptop is? Notably, which graphics card is part of the laptop? I think I need to see if my new laptop might encounter a similar issue.

Edit: This could be a issue with Windows optimization, and notably you'd want a specific GPU running Terraria (notably, not the onboard system one which is Intel, unless that's the only one you have). Still, it's worthwhile that you brought this up.

sorry for the late reply, but it's an Intel ARC 140V GPU
there's really only 1 GPU, but there's a power saving version and a high performance version.

Also it turns out my "fix" didn't really work, and I'm trying to find another solution. I might uninstall and reinstall the game, but I need to find a backup drive first before I can do that

Hm, looking at the specifications, this is an integrated GPU that apparently has its own dedicated memory. But looking at research regarding this matter, you are not alone in experiencing this issue, and this issue is not Terraria-specific. But I'm not really in a position to help look further. Have you tried finding a way to force vertical sync, or perhaps have the monitor run at a consistent refresh rate (60Hz, 75Hz)?
