Unfortunately, I don't think such a pack does or even can exist. Terraria sprites are about as efficient as they can be: they can not be compressed any further, nor can they be scaled down like texture maps can.
With that said, the sprites shouldn't be putting a significant strain on your GPU anyway. If you are indeed experiencing GPU issues with Terraria, your best bet is to turn all the setting down to minimum: it's extremely likely the shaders that are causing the most load, and those can't (easily) be replaced (but they can be toned down or shut off in most cases). If you are still having problems even then, it might be time to upgrade your GPU, as most contemporary graphic cards should not have a problem running Terraria on low detail, even the cheap ones.

i say deleting the UI animations
That wouldn't help much, if at all. Individual sprites only require a few kilobytes of memory at most.
Are you sure your video card is the problem in the first place?
