So first things first, Legendary Mode is basically Master Mode, but even bloated. So here's my ideas to make it less frustrating and different than Master Mode.
1. Legendary Mode exclusives
I really don't like how Legendary Mode doesn't have any special pets/vanities/accessories. So here's my take on it:
- True Shield of Cthulhu
Dropped by the Eye of Cthulhu. Has a longer dash range than SoC and has a chance to "blast" enemies. Also has the same cooldown as SoC, and also the knockback after dashing into enemy is reduced.
- Mechanical Amalgamation
I saw someone on the forum make a thread about this, and I think it'll be cool to have it as a Legendary Mode drop. Dropped from Mechdusa with a 50% chance.
'Beautifully petrifying!'
- Prismatic Fairy
Dropped by the Empress of Light with a 50% chance. Summons a mini Empress of Light.
'An offspring of the light'
- Voodoo Doll (not the Guide one)
Dropped by the Wall of Flesh with a 50% chance. Summons a mini Wall of Flesh
'He's the true definition of hunger'
- Slimy Crown
An accessory that makes slimes attacks enemies that hurt the player. Slime deals 2-5 damage. Dropped by King Slime.

2. Boss titles
So you know the boss titles in Infernum? Well add it to the game but Legendary Mode exclusive. Well the boss titles will not be the same as Infernum ones, here's my ideas for some of the bosses:
- Plantera: Dormant guardian (based on the bestiary)
- Queen Slime: Queen of the Gelatinous
- Queen Bee: Matriarch of the Hive
3. Legendary Mode message
If a player loads their Legendary Mode for the first time, a message will appear:
'Will you be the legend of Terraria?' and 'Good luck, because you'll need it.' in a dark red color.
4. Balancing
Instead of bloated Master Mode stats, reduce the HP and the damage of some of the bosses, like Moon Lord and Empress of Light and Duke Fishron to a manageable amount. Also make the nighttime longer in For the Worthy and Get Fixed Boi worlds. It'll gave us time to fight the changed bosses. And also, to make it less frustrating, add the 30 stack potion system from tModLoader. But instead of 30 stack, you need to craft a 60 stack potion to gain permanent buff.
And also, make the sharpening station, ammo box and the wizard available prior to hardmode. For summoners, make it so that Leather Whip can be found on living wood/surface chests and Snapthorn found on jungle shrines. If the player can't find Leather Whip, make it craftable.
5. Legendary Mode achievement
To make it more rewarding, make it so that the player will obtain an achievement once they beat the Moonlord, the achievement could be something like "The Master of the Master" - "Conquer something that for the worthy can." or "Terrarian Legend" - "You have proved yourself worthy among the legends."

That's all I have, and also please let me know that there's something copied from a tmodloader mods ^-^
 
I'm strongly against the idea of Legendary exclusive items. I'm against the idea of secret seed exclusive items in general, to be honest; Waffle's Iron is bad enough as it is.

Legendary mode is pretty much designed to be bs. Expert is a fair difficulty.

Master gives 90% vanity, so it’s not that bad.

But it’s not a fair difficulty. I don’t want something locked behind bombs in trees, bloated stats, and a Skeletron Prime that can destroy blocks.
 
you get one reward in legendary mode, thats bragging rights to say you beat it.

That doesn't change that's its a harder difficulty though. And the harder you play, the more rewards you should be able to get, even if it is unfair.
 
If you can beat Legendary GFB with a HM character you are the ultimate terrarian. You dont need any rewards. That's in itself is a reward in itself.

Then what? It leaves people wanting stuff to go on the bs difficulty. A little thing for beating it, maybe a tree relic? Sure. Actual upgrades? No.
